This card cannot be Special Summoned except by Synchro Summon. Once per turn, you can negate the Summon of a monster, and destroy it. When this card is sent from the field to the Graveyard, you can select 1 "Tech Genus" monster in your Graveyard, and Special Summon it.
A Synchro summon that requires 3 synchro monsters as its material... Seem to be quite a big cost for a synchro monster, and not many decks will actually be able to "Delta Accel Synchro Summon" out this card. If you've read Yugioh Wikia, it seems like the Infernity deck is able to summon this out easily. Another deck that can actually summon this thing out in one turn is the "Superancient Deep Sea King Coelanth" deck.
Steps:
1) You will need "Superancient Deep Sea King Coelanth" as usual. Use its effect, discard 1 card to special summon the follow monsters from deck; "Metabo Shark", "Metabo Shark", " Deepsea Macrotrema", "Fishborg Blaster".
2) Synchro "Metabo Shark" and "Fishborg Blaster" into "TG Hyper Librarian".
3) Discard 1 hand card to special summon "Fishborg blaster" back. Synchro it with the 2nd "Metabo Shark" into another "TG Hyper Librarian". Draw 1 card from the 1st librarian's effect.
4) Discard another hand card to special summon "Fishborg Blaster" again. Synchro it with "Superancient Deep Sea King Coelanth" into "Stardust Dragon". Draw 2 from the 2 Librarians on field.
5) Discard 1 more time to special summon "Fishborg Blaster" yet again. This time, synchro it with " Deepsea Macrotrema" into "Formula Synchron". Draw 3 card. (2 from Librarian, 1 from Forumula Synchron itself.)
6) At this moment of time, you can either "Accel Synchro" into "shooting Star Dragon" or "Delta Accel Synchro" into "TG Halberd Cannon".
